Thousands of jobs are expected be created in counties if a Bill passed by the Senate is enacted.
The County Industrial Development Bill is seeking to ease the setting up of small industries to add value to products.
County governments will be at the forefront in providing financial and material support to individuals or groups interested in establishing manufacturing plants.
The industries, some of which will be funded by donors and the private sector, will be selected in public forums held at ward, constituency and county levels.
The Bill, sponsored by Nyandarua Senator Muriuki Karue, has been adopted by the House and is headed to the National Assembly for debate.
The fund will be managed by a national board, which will evaluate project proposals and finance them.
The projects will be funded in form of soft loans by the board.
“The industries will be decided by the people, depending on what they produce locally. Ward administrators will convene public meetings facilitated by the county government,” said Mr Karue.
